Elk Solutions builds verifiable data, document and publication pipelines. Our work runs in national facilities and in production at large organizations.
Elk Solutions is a specialized technology company for organizations that want to gain control over data, documents, and applications.
We design, build, and manage solutions that are verifiable and manageable — from source model to APIs, workflows, document generation, and validation. This ensures that instead of a collection of loose tools, you get a single chain in which source, transformation, and control remain traceable.
What we have running in production

renvooiservice.overheid.nl — the service that calculates what changes in a legislative amendment. Started as our own proof of concept, it has grown into a national facility and is managed by Logius. It supports the legislative chain of all levels of government: municipalities, water boards, provinces, and the national government.
stop2fo and stop2html — the transformations that format every STOP publication, in PDF and on the web. The clients are the Creatieservice and the BesluitPreviewService of the DSO.
The map rendering — the map image accompanying a decision: which areas, which colors, which symbols.
The output chain of official publications — from XML to HTML, PDF, Word, ODT, RDF, and search index.
Take a decision published by your municipality. Its PDF, its web page, and the accompanying map were created by software we built.
How we work
We start with your chain, not with "the technology":
- Where does the truth come from? (source data, structure, definitions)
- Where do things go wrong? (validation, exceptions, process edges)
- What must be enforceable? (rules, checks, traceability)
Then we build step by step:
- a consistent foundation (model/structure as "source of truth")
- automation of the chain (APIs, workflows, document output)

The STOP suite for municipalities — from environmental plan to submission package, in one chain. Retrieval from the DSO, editing in an editor that refuses what the standard does not allow, and a package that validates against the real LVBB schema. Dreamalizing — proof of privacy-first AI and product thinking. An AI that lets people explore their dreams without black-box claims: guided exploration, clear boundaries, encrypted storage on own infrastructure, and local inference. VideoFactory — proof of AI content automation in production. A pipeline that turns text into short videos: scenes, AI images, and text-to-speech with a cloned brand voice, multilingual and deterministically cached. The videos on this site come from it.
SocialMediaCampaign — proof of AI systems with governance. Generates and schedules multi-channel social posts with an approval flow, cost tracking per AI call, and a policy engine — exactly the "AI in production, manageable and responsible" approach, applied to ourselves.

The company
Elk Solutions was founded by Siebe Jongebloed, principal architect, after eight years on the government side of the legislative chain. What was built there — the Renvooi service, the transformations, the map rendering — now runs under national operation and forms the foundation for everything mentioned above.
